- Export cargo that has completed customs procedures;
- Temporary import cargo for re-export;
- Cargo is required by the competent State authority to be re-exported;
- Cargo from foreign shippers has not yet signed a sales contract with Vietnamese businesses;
- Cargo imported by Vietnamese businesses is awaiting entry into the domestic market and has not yet been subject to import taxes;
- Cargo from abroad is transiting and stored in Vietnam, awaiting export to a third country.
